You're probably wondering about the little white halo thing, right?
If I recall, when you resize in GIMP, the default setting is on "Smart Size" or somesuch. This basically means it'll get blurry as it get bigger, and merge pixels as it gets smaller. It's good for photos and making things small without making them unrecognizable.
But you're also dealing with a game sprite, which is best kept sharp-looking. So when you scale the size up, you'll want to fiddle with the settings to "Pixel Resize"; this is basically the same as Paint's resize, and will keep the pixels, well, pixel-y instead of blurring them. Since it doesn't give you the blur, the white halo won't show up.
GIMP is cool, free and nearly as good as the commercial standard image editing. I just wish it's GUI wasn't so wonky.
